The country has implemented a moratorium imposed by the Dutch government on the construction of new hyperscale data centers. These data centers are defined as facilities that cover more than 10 hectares and have a power capacity of 70 MW or more. This moratorium has significantly impacted the market, resulting in fewer capacity additions over time.
The moratorium is nationwide, with some exceptions. The only new large sites that are allowed are located in designated municipalities, specifically Het Hogeland in the province of Groningen and Hollands Kroon in the province of North Holland, including sites like Agriport A7. Additionally, at the municipal level, places such as Amsterdam and its neighbouring Haarlemmermeer have had a local moratorium in place since July 2019, which prohibits new data center permits until a new policy framework is adopted.
